At both longhouses – Long Tanyit and Long Kajang, I saw many young kids smoke jakok and cigarettes – openly. Even more baffling was the sight of a mother eagerly share cigarettes offered to her as courtesy, to the kids as though they are sweets! It’s a rare sight – obviously not one that I had encountered before.

There were an international uproar when video of 3—year Indonesian toddler named Ardi Rizal – puffing cigarettes uploaded to Youtube last May. However, the ministry has missed both the 100-day target, which came at the end of January, and the one-year deadline, with officials claiming they were too busy working on other draft regulations — an excuse that has angered antitobacco activists.
Health Minister Endang Rahayu Sedyaningsih recently said that some points from the draft,[link widoczny dla zalogowanych], including a total ban on tobacco advertising, pictorial warnings on cigarette packets and an expansion of smoke-free areas, were still being discussed by the various ministries. Endang said she was still hopeful the draft would be finalized by the end of the year. “There are some points that we haven’t agreed on yet,” she said.
Speaking on Oct. 22 at Padjadjaran University in Bandung, Endang acknowledged the draft required a lot of discussion. “It must be understood there are a lot of interests at stake,” she said. “That’s why we need to proceed wisely in drafting this regulation. What’s important is that we’re consistent and make steady progress.” The question of bans in private space therefore becomes a tactical one,[link widoczny dla zalogowanych], explains Michelle Mello,[link widoczny dla zalogowanych], professor of law and public health in the Department of Health Policy and Management,[link widoczny dla zalogowanych], and co-author of a paper in the June issue of the New England Journal of Medicine, where researchers spell out why the federal government can and should ban smoking altogether in the vast network of public housing complexes it controls.
There are two lines of battle,[link widoczny dla zalogowanych], Mello says: legal bans, or more public-health-style campaigns aimed at educating and persuading people. The danger with trying to pass laws, Mello says, “is that you get so far out in front of social thinking that you get a backlash and laws that are not enforced.”
