区建委主任帮开发商揽廉租房项目受贿71万
应对审计伪造会议记录
2007年1月，在未经区建委领导班子研究的情况下，胡连喜拿到该项目。没有召开会议讨论,[link widoczny dla zalogowanych]，为应付上级机关对廉租房项目的审计，2009年安凤奎指使下属人员伪造了一份《专题会会议记录》。根据在案材料显示，该记录声称门头沟区建委于2006年11月28日召开会议，专题研究廉租房事宜,[link widoczny dla zalogowanych]，会议同意按照不超过每平方米3000元的价格回购廉租房。

7次收开发商71余万元
2009年8月，北京市纪委与检察机关组成联合调查组，对门头沟区廉租房建设中的违纪违法问题进行调查。据案卷材料显示，安凤奎几经反复后承认了上述行为，还主动坦白自己利用主管建筑工程施工许可的职务便利，为航天四院428工程获批建筑工程施工许可证提供帮助,[link widoczny dla zalogowanych]，收受5万元。除此之外，法院认定，安凤奎于2007年初至2009上半年，先后7次从胡连喜处收受71余万元的事实。鉴于具有坦白情节,[link widoczny dla zalogowanych]，家属代其退缴部分赃款，最终法院从轻判处其13年有期徒刑。
