Huawei Technologies Co., Ltd., a leading Chinese telecom equipment provider, plans to build a global research and development (R&D) center in Hangzhou, capital city of eastern China's Zhejiang province.

The Shenzhen-based company gained a partnership with the world's networking giant 3Com by setting up a joint venture four years ago.
