ALBANY — New York received failing grades from the American Lung Association Thursday for the amount of money it spends on tobacco prevention and health care coverage for cessation,[link widoczny dla zalogowanych], but it earned A’s for its smoking laws and cigarette tax. The Lung Association’s ninth annual State of Tobacco Control report evaluates whether individual states and the federal government are doing what the group considers sufficient to protect people against tobacco-related health problems.
Eight states received all F’s and no states got all A’s. Scott T. Santarella, president and CEO of the American Lung Association in New York, said New York is not doing enough to protect residents. “While we’re obviously pleased with the progress we’ve made in increasing the state tax on cigarettes and expanding smoke-free areas, the reality is that more than 25,000 New Yorkers are still dying every year from tobacco-caused disease,” he said.
Marin cities are not doing well when it comes to tobacco control policies,[link widoczny dla zalogowanych], earning below a “D” grade on average,[link widoczny dla zalogowanych], according to an American Lung Association report card issued Thursday. “One might say there is room for improvement,” said Pam Granger,[link widoczny dla zalogowanych], a spokeswoman for the association. “But there is some forward movement occurring in Marin.” Overall grades — which were mostly the same as last year in Marin — were based on three categories: laws to encourage smoke-free outdoor air; smoke-free housing; and reduction in sales of tobacco products.
Belvedere, wholesale marlboro lights cigarettes, Corte Madera, Larkspur, Mill Valley, Sausalito and Tiburon all flunked in controlling tobacco use. “We are not working on anything here,[link widoczny dla zalogowanych],” said Belvedere City Manager George Rodericks. “We have virtually no commercial businesses to impose smoking standards on and there is no desire in the community to look at housing. Belvederians are a healthy bunch anyway.”
“It is categorically against the law to present any likeness to a cigarette pack,” said an Imperial Tobacco spokesperson, who stressed the company isn’t worried about repercussions due to the JPS livery’s appearance in Montreal because it is not involved in the team in any way. “If I were Lotus though,[link widoczny dla zalogowanych], I would be concerned — I wonder if they are aware of the law in Canada.” Imperial Tobacco knows all about restrictions surrounding sponsorship of racing.
The company was intimately involved in developing top Canadian racing talent until it was drummed out of the sport by the Tobacco Act’s ban on sponsorships. Beginning in the early 1960s, its Player’s brand helped support racers such as two-time Formula Atlantic champion Bill Brack, former IndyCar and NASCAR driver Patrick Carpentier, the late Greg Moore,[link widoczny dla zalogowanych], IndyCar driver Alex Tagliani, 2003 Champ Car titlist Paul Tracy, and F1 legend Gilles Villeneuve and his son, 1997 world champion Jacques Villeneuve.
