The finding that children are at risk for tobacco-smoke exposure in apartments may accelerate the current trend of limiting smoking in multiunit housing. One of the public health benefits seen from the restriction of smoking in the workplace has been a reduction in smoking rates and number of cigarettes smoked.
Restrictions in multiunit housing may have a similar effect on residents; however, implementing these restrictions without providing smoking-cessation assistance for residents also might create a significant burden for low-income smokers. Adult residents of Department of Housing and Urban Development– funded housing who are uninsured will need access to free cessation programs,[link widoczny dla zalogowanych],[link widoczny dla zalogowanych], such as those offered by the national network of quitlines.
Banning smoking in multiunit dwellings by property owners or by regulation would be the obvious way to mitigate contamination and children’s exposure to tobacco toxins. He argued that branded and unbranded packs are equally easy for counterfeiters to replicate. Independent of the EU, the English parliament voted last year in favor of a ban on the display of tobacco products in shops in England. Larger shops will have to comply by 2011, while smaller shops will have until 2013. “What we’re concerned about is that it is potentially perpetuating this untruth that these products are somehow less harmful,” says Dr. Lawrence R. Deyton, the agency’s top tobacco regulator. Altria spokesman Bill Phelps says the company will cooperate with the agency. Pharmaceutical companies frequently skirmish with the FDA, and Big Tobacco is widely expected to do the same. Altria was the only cigarette maker to support FDA oversight, says Phelps,[link widoczny dla zalogowanych], because it wanted consistent rules of the game for the entire tobacco industry.
